Action Alert on Sudan:
The House and Senate have already passed
resolutions condemning the
Sudanese Government. $95 million in aid has already been approved as
part
of the Defense Appropriation bill and $311 more in aid is currently
part of
foreign operations appropriation bills. Economic sanctions by the
United
States are already in place. A draft resolution has been circulated to
the
U.N. calling for various actions, including the use of force to break
the
current stranglehold by the Sudanese government through the militia.
However, the Bush administration has refused to designate the Sudanese
actions as genocide. Under the Geneva Convention, signatory nations,
including the United States would be required to intervene to stop
genocide. Bipartisan resolutions in the House (H Con. Res. 467) and
Senate
(S Con. Res. 124) call for a declaration of genocide and consequent
intervention by the United States along with other partners. The
tactical
circumstances in the Sudan are not easy and the U.S. military is
already
stretched by responsibilities in Afghanistan and Iraq. Military
intervention would also be expensive compared to current economic aid
proposals.
